Q: Can you confirm that only email submissions are required, and no hard copies are to be mailed or delivered?
A: That is correct. Only email submissions in PDF format will be accepted
Q: Should proposals be emailed to both contacts listed in Section A? or is submission to one acceptable?
A: Per the BPA Cover letter, all submissions will be sent only to stephanie_dameron@nmp.uscourts.gov
Q: Aside from the signed proposal and Certification of compliance, are there any other mandatory attachments or forms?
A: Section L of the RFP contains instructions for submitting all required sections. Attachment A, Attachment B, and Attachment C of section L must be completed according to the instructions in section L. Attachment K is required; however, responses are not used to determine technical acceptability. Please also review section M for evaluation criteria.
Q: Are electronic signatures acceptable on the proposal documents, or do any pages require a wet signature?
A: Electronic signatures are accepted.
Q: Are section J attachments provided for review only? Do any need to be completed with the proposal?
A: Section J attachments are included for informational purposes.
Q: Is there a maximum file size required for the emailed proposal?
A: PDF submission should be no larger than 150 MB; however, the offeror’s email system may have smaller limits. It is the responsibility of the offeror to verify receipt of the proposal.
Q: The file is too large to send via email. Can the proposal be sent in multiple emails?
A: yes, that is permissible. Please number emails/attachments and verify receipt of all attachments.
Q: What is a unit?
A: The pricing submitted shall be provided per unit listed for each project code. Units are listed in section B for each Project Code.
Q: In Section L 2(b), What does it mean to specifically identify each performance site?
A: The physical location address where services will be performed need to be listed on attachment B. If utilizing a subcontractor, the physical address of services performed with the subcontractor must also be listed on attachment B.
Q: The column listed as estimated monthly quantity already has a number under that column. Is that number an assigned number that is not to be changed by the vendor?
A: Estimated Monthly Quantities (EMQs) represent the estimated total monthly quantities to be ordered per project code. However, EMQ’s are estimates only and do not bind the government to meet these estimates.
Q: On the forms the required Estimated Monthly Quantities and Unit price, What do we put if we do not want to charge USPO?
A: Per section L of the RFP:
(3) Acceptable Responses
(a) Unit Price
Sliding price scales will not be accepted by the Government. The price
will reflect the unit as defined in Section B and the Statement of Work for
each project code.
(b) "N/C" = No Charge
For any item that the Offeror will provide without charge or without
additional charge, the Offeror shall insert "N/C" in the Unit Price column
of Section B.
(c) Subcontracting
For project codes the Offeror will be subcontracting, the Offeror shall
insert the letter "S" following the price inserted in the Unit Price column.
Subcontracting includes all services outsourced in order to fulfill the
requirements of the agreement.
(d) Prices and "No Shows"
The Judiciary does not reimburse vendors for defendant/person under
supervision no-shows. When formulating pricing for services, the Offeror
should consider incorporating the cost of “No-shows” into the proposed
unit price. A “No-show” occurs when a defendant/person under
supervision does not report for scheduled services and/or does not cancel
with at least 24 hours advance notice.
