Q: Can you confirm that only email submissions are required, and no hard copies are to be mailed or delivered?
A: That is correct. Only email submissions in PDF format will be accepted
Q: Should proposals be emailed to both contacts listed in Section A? or is submission to one acceptable?
A: Per the BPA Cover letter, all submissions will be sent only to contracting@nmp.uscourts.gov
Q: Are electronic signatures acceptable on the proposal documents, or do any pages require a wet signature?
A: Electronic signatures are accepted.
Q: Is there a maximum file size required for the emailed proposal?
A: PDF submission should be no larger than 150 MB; however, the offeror’s email system may have smaller limits. It is the responsibility of the offeror to verify receipt of the proposal.
Q: The file is too large to send via email. Can the proposal be sent in multiple emails?
A: yes, that is permissible. Please number emails/attachments and verify receipt of all attachments.
Q: Can services be provided via telehealth?
A: Per Section C of the RFP:
The use of telehealth is intended for the benefit of the Judiciary, not the convenience of the vendor. Telehealth services do not replace the vendor's ability to provide services in person when appropriate. This requirement does not override the provisions that mandate the vendor (and any proposed subcontractor) to maintain an acceptable facility located within the defined catchment area.

Q: Does an Agency need to have a current office before being awarded an RFP, or can an office be secured afterwards?
A: Per Section L of the RFP:
Identify each performance site at which the Offeror and all proposed subcontractors intend to provide services in response to this solicitation. Offeror and subcontractor sites shall be located within the solictation's identified catchment area and shall be operational sites at the time of the RFP submission. Onsite evaluations will be indvidually performed at Offeror and subcontractor sites

Q: Can an agency move locations after award if more office space is needed?
A: Per Section E of the RFP:
Should a vendor and/or subcontractor chose to relocate to a facility or add an additional site within the catchment area, the vendor shall provide the CO written notification no less than 30 days prior and submit a Change or Addition of Performance Site (Section J Attachment). On site visits will be conducted to verify that the offeror's facility complies with the requirements of the RFP.
Q: On Section A - Item 11, do I put the address where services will be conducted, or the mailing address of my business that matches SAM.gov?
A: Section A, Box 11 will contain your official business address. Please refer to Section L of the RFP for instructions on completing physical location requirements.
Q: For short-term residential treatment, can we charge just a bed rate and bill Medicaid for service hours?
A: Per section L of the RFP - The offeror must provide a price for each identified project code, except for actual cost items, or administration fees. The prices submitted must reflect the requirements of the Statement of Work in its entirety. Sliding scales are not accepted by the Government, and any items the offeror will provide without charge, or without additional charge, the offeror shall insert "N/C". The Statement of Work requires Counseling and Programming activities; therefore, the prices proposed must include the costs of those services. Services that are billed to Medicaid cannot be billed to the Judiciary.
Q: What activities count as programming activities on weekend days? Does this include family visitation, facility chores, property focus or does it need to be group programming?
A: Per Section C of the Statement of work, structured programmatic activities can include Life Skills training, GED preparation, employment readiness, etc.
Some other examples could include Activities of Daily Living and Independent Living skills. A minimum of 3 hours of structured activities must occur each weekend day.
Q: Have any amendments to the RFP been released? If so, where are they found?
A: Amendments are posted on the main solicitation page, and are posted next to the original RFP posting. Please ensure you download the amendment. You must fill out box 10 - Acknowledgement of Amendments.
Q: What is short term residential?
A: Short Term residential is in-patient/residential substance use treatment. Please review Section C of the RFP for complete description of requirements.
Q: Will I need to submit separate proposals for male and female placements?
A: Yes. The RFPs are specific for male and female placements. Please review the Local Needs portion of Section C of the RFP to review requirements.
Q: If we are a current award holder, do we need to provide monitoring reports?
A: Offerors who are currently awarded an agreement with USPO will not need to provide monitoring reports; however, if vendor is awarded an agreement with USPO in other districts, the monitoring reports must be provided with the proposal.
Q: Does anything need to be done with page L-6?
A: Page L-6 contains instructions to offerors and the evaluation criteria. This section contains important instructions for completing the RFP.
Q: Can the references be from an entity that we receive referrals for substance use and mental health services? Or does it have to be contractual references only?
A: Per section L: References can be government agencies, or private organizations which the offeror provides services that are similar that are required of the RFP.
